Challenge 

Ukraine holds some of Europe’s most significant resources of lithium, titanium, graphite, uranium, and other rare earth elements essential to powering core industries and developing cutting edge technologies. But more than three years of war have disrupted production of these critical mineral resources while destroying major infrastructure.

Investing in Ukraine’s postwar reconstruction, including its critical mineral industry, will be essential to long-term regional stability and economic growth for not only Ukraine, but also America and our allies. At a time when global demand for these critical minerals is surging, securing supply chains that are free from adversary control is paramount.

Solution and Impact 

DFC is providing a $75 million seed capital equity investment to launch the U.S.-Ukraine Reconstruction Investment Fund. This investment platform will focus on opportunities in Ukraine’s energy, critical minerals, and infrastructure sectors, and ensure U.S. access to significant offtake opportunities.

Under the terms of the partnership, the Government of Ukraine will match DFC’s initial seed investment, combining for a total of $150 million to launch the fund, which will invest in projects designed to advance Ukraine’s reconstruction and mutual economic security and prosperity.

The fund, a first-of-its-kind economic partnership between the United States and Ukraine, will advance shared objectives while establishing a new model for international partnerships that align reconstruction, investment, and geopolitical interests.

For Ukraine, DFC’s seed investment will help accelerate reconstruction and long-term economic growth, enabling deeper integration in the global economy. For the United States, it advances U.S. economic and strategic interests by positioning American companies to participate in major post-war investments in infrastructure, energy, technology, and critical minerals.  

The investment of early-stage seed capital will help overcome a key challenge of natural resources and infrastructure projects that often require several years to generate the royalties and other income that will be used to promote long-term investment through the fund. The infusion of seed capital is also expected to mobilize additional private capital for Ukraine’s reconstruction.
