Caroline Vik serves as Chief Policy Officer of the U.S. International Development Finance Corporation (DFC), where she leads the agency’s policy agenda in support of U.S. foreign policy priorities, economic and technological leadership, and strategic competition objectives.
Ms. Vik brings deep experience at the intersection of national security, foreign policy, and economic statecraft, shaped by senior roles across Congress, the White House, and the Department of War. Her expertise includes countering adversarial influence, protecting critical technologies, strengthening supply chains, and advancing American leadership globally in support of U.S. strategic interests.
Prior to joining DFC, Ms. Vik served as Subcommittee Staff Director on the House Foreign Affairs Committee, where she led a team executing Chairman Brian Mast’s legislative agenda to secure U.S. technological dominance, counter malign foreign influence, and strengthen American leadership in the global information space through close coordination with the Departments of State and Commerce.
Previously, Ms. Vik was a Senior Advisor to the Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party. She played a central role in establishing and leading the bipartisan committee, spearheading legislative and oversight initiatives to protect American technology, rebuild the U.S. industrial base, reduce adversarial leverage over supply chains, deter aggression, and rebalance the U.S.–China trade relationship.
Ms. Vik has also served in senior national security roles in the Executive Branch, including as a Presidential Speechwriter at the White House, where she focused on major foreign policy and national security issues. Earlier, she was a political appointee in the Office of the Deputy Secretary of War, serving as Deputy Director of the Protecting Critical Technology Task Force and as Saudi Arabia Country Director.
Her first role in government was as a Senior Policy Analyst on the Senate Foreign Relations Committee, where she advised on defense cooperation, counterterrorism, and political‑military affairs in the Middle East and North Africa. She began her professional career in investment banking at Morgan Stanley in the Industrials Group, working on complex transactions and valuation analyses.
In addition to her government service, Ms. Vik is the Co-Founder of The New York Sun, a conservative publication dedicated to restoring patriotic journalism, fighting media bias, and defending America First principles at home and abroad.
Ms. Vik holds a Master of Business Administration from Stanford University’s Graduate School of Business, a Master of Public Administration from Harvard University’s John F. Kennedy School of Government, and an A.B. from Harvard College, where she was a member of the Division I Women’s Varsity Golf Team.
