Courtney Holbrook serves as Vice President of the Office of Contracting and Corporate Services (OCCS) at the U.S. International Development Finance Corporation (DFC), where she leads the agency’s Office of Contracting and Corporate Services and serves as DFC’s Senior Procurement Executive. In this role, she oversees DFC’s contracting, travel, and administrative services functions, helping ensure the agency has the acquisition and business support services needed to advance its mission of mobilizing private sector investment in support of U.S. foreign policy and development objectives.
Before assuming her current role, Ms. Holbrook served as Director of Strategic Growth at Navigate Affordable Housing Partners, where she led enterprise growth and strategic transformation initiatives focused on expanding organizational capabilities, strengthening strategic partnerships, and positioning the organization for long-term success. She returned to DFC with an expanded perspective on organizational strategy, innovation, and mission delivery gained through her private-sector leadership experience.
Ms. Holbrook previously served as DFC’s Head of Contracting Activity, where she led the agency’s acquisition program through a period of significant growth and transformation. During her tenure, she expanded DFC’s acquisition portfolio, streamlined procurement timelines, and modernized acquisition operations, strengthening the agency’s ability to deliver critical procurements in support of its global mission.
Throughout her federal career, Ms. Holbrook has served in contracting and leadership roles of increasing responsibility, including positions with the U.S. Department of War, the U.S. Department of Commerce, and the U.S. Department of State. Across both the public and private sectors, her work has centered on transforming acquisition organizations, improving business processes, and enabling mission success through strategic leadership.
Ms. Holbrook earned a Bachelor of Arts in Political Science from Syracuse University and a Master of Business Administration from the University of Maryland.
