Eugene Gray is the Director of the Independent Accountability Mechanism (IAM) for the U.S. International Development Finance Corporation (DFC), where he leads an independent office that addresses compliance with environmental and social policies and procedures in DFC-supported projects. The IAM also provides a forum for project-affected communities, project sponsors, and project workers to have their concerns, complaints, or conflicts independently reviewed and addressed.
Mr. Gray is regarded as a subject matter expert in federal and international oversight and accountability practices. He has worked in the federal government for over 20 years. Prior to DFC, Mr. Gray was the Associate Director of Oversight and Accountability for the Pandemic Response Accountability Committee (PRAC), providing executive leadership and direction of a multidisciplinary team responsible for the U.S. government’s oversight of more than $5 trillion in pandemic funding. Prior to that, Eugene spent 11 years at the Special Inspector General for Afghanistan Reconstruction (SIGAR), serving in a variety of roles including Deputy Assistant Inspector General for Audits and Evaluations, promoting program efficiency and the prevention and detection of waste, fraud, and abuse of over $130 billion in taxpayer funds. Mr. Gray also served seven years at the U.S. Government Accountability Office (GAO) providing oversight of U.S. nuclear energy and weapons programs and funding.
Mr. Gray holds an MA from the Josef Korbel School of Global and Public Affairs at the University of Denver, and a BA in Political Science from Furman University.
