Senior Vice President, Office of Strategic Initiatives
David Penna serves as Senior Vice President, Office of Strategic Initiatives at the U.S. International Development Finance Corporation (DFC), where he provides strategic policy advice related to national security and international development matters, and leads the development and implementation of new policies and initiatives of the organization.
Prior to his time in federal service, David was a partner in and global co-chair of the Project Development and Finance group at Latham & Watkins, LLP, where he represented sponsors, lenders, multilaterals, and governmental entities in all stages of the development and financing of large projects, with a particular focus on energy, power, and infrastructure assets.
David holds a B.A. in economics, history, and philosophy from Indiana University and earned his J.D. from Yale Law School.
