Vice President, Human Resources Management
Dr. Paula Molloy serves as the Vice President of Human Resources Management for U.S. International Development Finance Corporation (DFC), to oversee the planning and directing of all activities related to human resources, acquisition, security, administrative services, and records management, while serving as a key advisor to the Chief Executive Officer. She previously served as Vice President of Human Resources at the Overseas Private Investment Corporation (OPIC) before its transformation to DFC.
Prior to joining the agency, she served as the Assistant Deputy Under Secretary for Health for Workforce Services leading the strategic integration of initiatives to support the human capital systems for more than 320,000 VHA employees and over 120,000 health professions trainees.
Dr. Molloy has served other roles in the federal service including the Associate Deputy Assistant Secretary for the Department of Health and Human Services Office of Human Resources, the Executive Director for Human Resource Policy and Programs at the Department of Homeland Security, as well as at the Smithsonian Institution, and at the National Park Service.
Dr. Molloy received her Bachelor’s Degree in Anthropology from the University of Arizona and Master’s and Doctorate degrees from Harvard University.
