Frank Dunlevy

Counselor to the CEO
Vice President, Investment Funds

Frank Dunlevy is the Counselor to the CEO of U.S. International Development Finance Corporation (DFC). Mr. Dunlevy also serves as DFC’s Vice President of Investment Funds and serves on the Investment Committee. In addition, he leads DFC’s business development efforts on behalf of the Office of the Chief Executive. Previously, Mr. Dunlevy served in the same capacities at the Overseas Private Investment Corporation (OPIC) before its transformation to DFC.

Mr. Dunlevy has 47 years of investment banking experience beginning his career in 1971 at The First Boston Corporation and most recently serving as the Vice Chairman of Cowen and Company, where he was responsible for oversight of the investment banking platform. At First Boston, he served as a senior banker to all four of the multilateral development banks, the European Union, and eleven major sovereign countries including in Europe, the Nordic Region, Latin America, and Australia while also co-leading the creation of the first debt capital markets desk for a major Wall Street firm. Mr. Dunlevy was also a member of the senior management at Montgomery Securities, and was a co-founder of Thomas Weisel Partners.

Mr. Dunlevy received his B.A. in Business Administration from Southern Methodist University and served for 12 years as a member of the Board of Trustees. In 2015 he was honored as a Distinguished Alumni of the University. Mr. Dunlevy served in the U.S. Army in Vietnam (1966-1968) as a member of the 101st & 82nd Airborne Divisions.
