Frank Esquivel

Frank Esquivel joined the U.S. International Development Finance Corporation in November 2024 as its Senior Vice President for Operations. In this capacity, he serves as the Corporation’s Chief Mission Support Officer, overseeing DFC’s human resources (HR), information technology (IT), strategic information, data management, and administration (contracting, facilities, security, records & information management, real property & workspace planning, and corporate travel & relocation) portfolios.

Frank’s extensive corporate business acumen was garnered from a career leading people, leading change, and building coalitions to drive results in public, private, and nonprofit sectors. He brings 10 years in the U.S. Government Senior Executive Service, overseeing $900 million and $150 million profit/loss equivalent HR and IT business; seven years in the private sector as a vice president-level strategy and HR transformation leader; five years as a federal agency administrative manager; and 2.5 years as the founder/principal of a coaching/consulting entity specializing in leading people, corporate operations, quality management, and process improvement.

A culture champion, Frank believes organizations must first become employers of choice so that they can become providers of choice. He continually strives to be a servant leader, seeking excellence in service to others, working with and through them to achieve results, while demonstrating humility, empathy, stewardship, and compassion. He brings a collaborative Juntos Podemos (Together We Can) philosophy to organizational success, emphasizing teamwork, inclusivity, and collective achievement. 

A dedicated public servant with a global mindset, Frank lived 11 years in Latin America, studied international studies at both the undergraduate and graduate levels, and has worked in the international arena for over 20 years.  He speaks Spanish and Portuguese. Frank is also a U.S. Army veteran.
