Jim Kelly is the Vice President of the Office of Global Business Development at the U.S. International Development Finance Corporation (DFC). In this role, he works closely with policy and investment teams to advance opportunities aligned with DFC’s capital allocation priorities and U.S. foreign policy objectives. He brings deep expertise in corporate and investment banking, with significant experience delivering financing, advisory, risk management, and transactional banking solutions for corporate and financial institution clients across major global markets.
Before joining DFC, Mr. Kelly built a more than 30-year career in U.S.-based corporate and investment banking. He began his career in investment banking at Merrill Lynch and Morgan Stanley and later held corporate and investment banking roles at HSBC and Scotiabank. Most recently, he served as Co-Head of the Corporate & Investment Bank at Scotiabank, where he was responsible for building the firm’s U.S. platform across sectors and products.
Mr. Kelly holds an MBA from The Fuqua School of Business at Duke University and a BA in Economics from Lafayette College.
