DFC partners with the private sector to invest around the world. While DFC prioritizes investments in less developed countries, as defined by the DFC Modernization and Reauthorization Act of 2025 (Title LXXXVII of the National Defense Authorization Act for Fiscal Year 2026 (P.L. 119-60; December 18, 2025)), it may also consider investments in certain advancing income and high-income countries, subject to certain restrictions, including the following:

• In the twenty wealthiest countries (excluding their overseas territorial possessions and the “Five Eyes” countries), DFC may support projects only in the following sectors: energy, rare earths and critical minerals; and information and communication technology, including subsea cables.
• In “Five Eyes” countries, DFC may support eligible projects in these sectors and in additional sectors.
• DFC may not support projects in any “country of concern”.

In any country, a project is eligible for DFC support only if the host government has an agreement with the United States authorizing DFC to provide investment support in that country. A list of the countries with such agreements, including full agreement texts, is available here.

All proposed projects are also subject to “know-your-customer” and other due diligence review, including compliance with applicable laws, regulations, executive orders, and internal management policies that may affect eligibility for DFC support.
